Appointment

The Council of the European Union is mentioned at least twice as it relates to appointment of the Commission, but I can find no mention of this body involvement in nomination/appointment in the actually Treaty of the European Union. Can someone clarify this? As far as I can tell, only the European Council is involved. If the Council of the EU is involved, in what configuration would it even meet? Okay, so "the Council" as defined in the EU is the Council of the European Union council of ministers and not the European Council. It appears both have a nomination role: The European Council nominates/proposes the President of the Commission which the EU Parliament then elections, and the Council (of the EU) - in agreement with the President-elect of the Commission - nominates/proposes the other Commissioners. Then this newly proposed Commission in full is put before a vote of the EU Parliament for consent, and then the European Council votes to officially appoint this new Commission.
So, in summary the Council (of the EU) does play a role, and all sections of this article should be in agreement and make clear the distinction between it and the European Council. Currently, in the "Appointment" subsection the Council (of the EU) is not mentioned, only the European Council, and that needs to be changed since both are involved in the process of appointing the Commission. What remains unclear even from the Treaty is which configuration of the Council (of the EU) proposes the Commissioners. Does anyone know? Can anyone provide a source for this?
