The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment.   • Quite possible. Seems various parts of the internet attribute this photo to different horses. Unclear if we'll ever definitively know which is which, though on balance I'd guess this was Brookyln Supreme. Seems sensible to avoid using images unless the horse in question can be definitively identified.   • WP:NPOV - the tone is overwhelmingly negative and lacks balance, failing to provide a comprehensive view of the topic. For example, it describes the concept as one that "communist militants willfully promoted hatred and violence to attract adherents," which is a loaded statement that does not reflect a neutral perspective. Additionally, the article does not offer any counterpoints or broader historical context that could provide a more balanced view.
  • WP:OR: Some parts of the article appear to be original analysis or synthesis of the Shining Path’s ideology and actions. For instance, the interpretation of the "Blood Quota" as a core tenet of Gonzalo Thought and its implications for the Shining Path’s strategy is not directly supported by the cited sources.

Therefore, it is appropriate that the article has been deleted from the Spanish Wikipedia, and it should not be reintroduced in EN.wiki in its current form.
